It means "Do not waste precious time and preach the gospel to unbelievers hardened." Tune out of them and left them, as God judges.
Pearls are precious than the truth - especially the truth about the kingdom of God and His plan for mankind. Pigs are those who believe and put their hearts to have to do something for God to deny hardened. If we continue these truths shares in which they are not interested, so they are not lost, but we could settle in for ridicule and persecution.
